Layer 265 treats governance as infrastructure rather than policy, ethics, or compliance.
Modern systems often accumulate power before meaningful restraint is established. By the time governance arrives, systems are already embedded in institutions, incentives, and dependencies. At that stage, oversight becomes reactive rather than structural.
Layer 265 exists to reverse that sequence.
It focuses on preserving human authority, traceability, and accountability before systems scale—when boundaries can still be embedded without adversarial pressure.
